The Veolia Partnership

The partnership has led to significant improvements in the city’s water management infrastructure and environmental performance.

Water is an essential element of our lives, and the management of wastewater is critical to a community's infrastructure.

Since 2002, the City of Richmond has partnered with Veolia Water North America to operate and maintain its wastewater treatment plant and stormwater collection system, while also overseeing capital improvements through a design/build/operate (DBO) approach. The partnership has led to significant improvements in the city’s water management infrastructure and environmental performance.

When Veolia took over operations, the 60-year-old plant faced millions in fines due to regulatory violations. Since then, the partnership has yielded impressive results. Sanitary sewer system overflows have been reduced by 84%, while permit compliance has improved from 67% to 97%. Moreover, water quality citations have decreased by nearly 90%, demonstrating a substantial enhancement in environmental stewardship.

In July 2024, Veolia unveiled major upgrades to the Richmond Water Pollution Control Plant, showcasing the results of a three-year, $40 million construction project.

This initiative aims to improve wastewater treatment and environmental compliance, enhance odor control for Richmond and nearby communities, and align with Veolia's global GreenUp strategy for ecological transformation.

The recent upgrades include new automatic mechanical fine screens, an induced vortex grit removal system, a biofilter for odor control, a new blower building with mechanical turbo blowers and new fine bubble diffusers for the aeration tanks. These improvements are expected to significantly enhance the plant's efficiency and environmental performance.

Veolia's commitment extends beyond infrastructure improvements.

The company actively engages with the Richmond community through educational programs in collaboration with local schools and offers monthly tours of the water treatment plant to foster public transparency. Many Veolia employees are Richmond residents, further strengthening the company's ties to the community.

 

Despite the progress made, ongoing maintenance and capital infrastructure investment remain priorities. 

Veolia is committed to working closely with the City of Richmond for future improvements, ensuring the long-term sustainability of the wastewater management system, and delivering high standards of quality and customer service.

The upgrades are expected to yield both environmental and financial benefits. They will improve water quality in San Francisco Bay, reduce energy consumption and chemical use, lower greenhouse gas emissions, and generate cost savings for the city.
